Well, the verb "to modify" comes from Latin "modificare", which is an amalgam of "modus" and "facere". "Facere" means "to make" (you can see shadows of facere in "factory", "artificial", "benefit", to name a few). So depending on how you look at it, creation is quite literally within the scope of modification. Even if you don't look at it that way: Couldn't it be that the modification date is concerning the role of the file in the file system and not the file itself? That's an actual question, by the way, not a rhetorical one. Wouldn't it be more convenient to rely on the EXIF data directly when needed? Copying information from the EXIF headers to the file name feels like needless duplication of data.
