Back when I was in high school my English teacher employed me to come out and put a key switch on his television so that he could keep his daughter from watching TV.  My opinion on it has always been (and continues to be, even though I'm now a parent of two children) that if your kids aren't going to obey you, technological solutions are a losing battle.  Having a reminder, like DHCP access not working, works just fine as long as your kids are willing to listen to you.  If they're actively looking to get around your rules, they're going to find a way no matter what you do.
