Indeed, this is the problem.  Ideally there would be a public audit
trail for donations big enough to matter (I'd guess given current
technology $1,000 to one candidate or > $10,000 in total would be a
conservative limit).

But it's hard to see how a law that actually prevents this could be
written, let alone enforced, without serious invasions of the privacy
of donors and of everybody connected to politicians.
