Both ways have their merits. Precedents make law evolve faster, if a
bit haphazardly, but it also makes it harder for an average citizen to
understand what's what, as you mentioned. Legislation, on the other
hand, is easier to understand, which surely must be considered
important if you expect the average citizen to pay it any attention;
the drawback being that it evolves slower, though more stately and
stable.

You mean that I can receive wages (more like an allowance, then) for
sitting in a small confined room doing whatever the heck I'd like?
