Yes, I haven't been in the IT field for 30 years.  But, besides
Stephen's point about how good the Japanese economy (and maybe North
America's and Europe's?) was back then, the world population has grown
a lot worldwide:

In 1990, China and India had 1,141 and 849 million -- in 2008, that
was 1,333 and 1,140.  No numbers for 2015 on this site, but most
likely higher.  Japan just grew from 124 to 128 million.

Worldwide, there's just more people looking for work.  More
competition means lower wages and longer hours.  If a Japanese
employer doesn't look at an overseas workforce, then the company will
risk get swallowed up by another company.  Maybe there's hope, but I'm
not sure the golden years of IT from 30 years ago will be back anytime
soon!
