There is HDAT2, a program that lets you remap bad sectors on the SATA
level (i.e. using the drive's own spare sectors).  It wouldn't help
recovering data if the original sector is not readable though.

And you do know that if you have a partially downloaded / corrupted file
you can do a hash check in most bittorrent clients and download only
the corrupted blocks again assuming the files are still available?
