ELF is feasible for the 1.2.13 kernel, it depends on how it was
compiled.  The 1.2.13 kernel is usually compiled with "ELF support,"
that means that if you have the ELF libraries, dynamically-linked ELF
binaries can be run by the kernel.  Another option in the kernel
configuration is to compile the kernel itself as a (statically) linked 
"ELF binary."  This depends on having the ELF compiler suite.  This is
also pretty standard now.

These are decisions that are made either by you, when you build and
install a new kernel, or by the compiler of a distribution.  I would
imagine that the kernels provided with most recent distributions are
ELF-capable and ELF-based by default.
