It's not entirely clear what you are trying to do here. First of all:

In the kterm, can you "cat" a file with SJIS data and see the
characters on the screen?

If so, are you trying to copy and paste between a windows app and
kterm, or between an Xwindow app and kterm. Kterm automatically makes 
sure the selection is in the correct format, so if you have any
question about the format that kterm needs, you can always highlight
some text in a kterm and look at the selection with another program
(maybe paste it into an xterm).

(I copy and paste between XEmacs and kterm all the time.)

The fonts are in the proper path on the windows machine?  Are they
listed in fonts.dir? (Or whatever the windows machine calls it.)

I never needed "libxpg4" for compiling kterm on Linux.  This may be a
Solarisism. 

Finally, do you really need to implement your own XIM server? You
should be able to run "kinput2" on the Linux machine with the DISPLAY
set to your windows machine.  I've done it between Linux and Slowaris
before. Even if you want to write your own XIM, it would be a good
idea to use kinput2 to test if everything works.
