These are arguments given to the make command when configuring a linux
kernel so that you can compile/make a custom version tailored for your
particular hardware.  If you change to the location where you have the
kernel sources (/usr/src/linux typically) and then give the command 'make
xconfig' (if you are running X and like pointy-clicky interfaces) or 'make
config' (if you enjoy answering a LOT of Yes/No/Module questions).  You
answer "Y" (yes) to include sound in your kernel or "M" to make it a
loadable module.  You are then presented with a range of options for the
type of card you have, and then options that are relevant to that card (like
IRQ, DMA, and IO port address settings).

I suggest you read /usr/src/linux/drivers/sound/Readme.* which will explain
the process and list the sound cards that are supported.  If you have a
recent distribution with a modular kernel, you will probably be able to
just recompile the sound module to suit your configuration without messing
with the rest of the kernel.

http://www.4front-tech.com/usslite/ may also be useful.  (There is also a
commercial version of the driver http://www.4front-tech.com/uss/ which is
more highly configurable at run time.)
