tlug: ADMIN: web pages Twics -> PHT

Hi all,

I moved the TLUG web pages from the Twics server to the tlug
server at PHT.

Craig had mentioned that there were some people who wanted to
try setting up some CGI scripts. Now would be a good time to let
me know if you want to help out.
