This is my .emacs:

 (setq kanji-flag t)
 (setq kanji-process-code 1)

(cond ((boundp 'NEMACS) (setq kanji-display-code 3))
         ((boundp 'MULE) (set-display-coding-system *euc-japan*)))

(cond ((boundp 'NEMACS) (setq kanji-fileio-code 3))
                 ((boundp 'MULE) (set-default-file-coding-system *iso-2022-jp*)))

(cond ((boundp 'NEMACS) (setq kanji-input-code 3))
                ((boundp 'MULE) (set-keyboard-coding-system *euc-japan*)))

On XEmacs20.4 with that same file. I call up English word and get:

$BEA8@(B [$B$G$s$4$s(B] /verbal message/word/
$BC18l(B [$B$?$s$4(B] /word/vocabulary/single-character word/
$B8l(B [$B$4(B] /language/word/
$B%o!<%I(B /word/
$B%o!<%k%I(B /word/
$BkLJ[(B [$B$-$Y$s(B] /sophistry/chicanery/play on words/

If I reverse it and select a Japanese word ($BF|K\8l(B), I get:

$BF|K\8l(B [$B$K$[$s$4(B] /Japanese language/
$BF|K\8l65K\(B [$B$K$[$s$4$-$g$&$[$s(B] /Japanese text book(s)/
$BF|K\8l%o!<%W%m(B [$B$K$[$s$4%o!<%W%m(B] /Japanese word-processing/
$BF|K\8lG=NO;n83(B [$B$K$[$s$4$N$&$j$g$/$7$1$s(B] /test of Japanese language ability/
