Not quite:-)))) It's a Private Branch Exchange, in fact ( what we call in German a "Nebenstellenanlage" ), that is an exchange inside a private organisation routing the inside traffic and being connected to the public network with a few lines in a way that the last digits ( the "extension digits" ) route you direct to the subscriber's desk inside that organisation when dialling from outside, thus being virtually seamless ( this is pretty much state of the art today, but there were systems where you had to be connected by hand when dialling in from outside - until not that long ago.... ).
