tlug: 12 seconds?!!



As I was leaving home this morning I think I heard somebody on the
television blathering something to the effect of:

    "There will be a 12 second adjustment to Japanese time (mumbledy
    soon?).  Official maps will also be corrected to move Japan (500m to
    the right or somesuch)."

Okay, my Japanese is pretty poor, but I'm pretty sure I got at least the
gist of it right.  Anybody hear anything about this?  Sounds like a
Fawlty Towers episode ("Anything else, Sybil?  Shall I move the entire
country 500m to the right?") ....

It caught my attention because I had synced up one of our servers
here to NTP (using Dan Bernstein's clockspeed) a while back, but just
recently noticed that the Japan time signal (117 on the telephone) was
off by 10 or twelve seconds.  I just shrugged it off as something wrong
with the phone company equipment most likely, but apparently the entire
Japan time standard is out of sync with TAI and the rest of the world!

Dunno what this has to do with Linux (except that my time server's
running it -- of course!), but I thought folks on this list might know
something about it.  Anyone?
