Debian's had it since at least Debian 1.2, say 18 months ago.  Of
course, it's pretty much automatic with dselect.

And Jeff Friedl's (of Mastering Regular Expressions fame) httpget had
it in mid '94.  That was only one program, but as long as we're
talking precedence....
