tlug: statistics first try

Hi,
I started configuring the pwebstats package to show the statistics on
the tlug server. You can watch the first try at:

http://tlug.pht.co.jp/~mocm/stat/

Unfortunately the connection to the tlug server is veeeeeeery slow, so
I am having trouble setting everything up. Maybe it`s better on the
weekend.

There are still a lot of errors in the setup, so don`t start
complaining quite yet. It`s just to show how it might look in the
future.
