This is a policy that many for-profit ISPs follow (including
my employer) as an anti-spam measure.  Wouldn't a spam-free
world be great indeed?

BTW, is there very much spam sent out in Japanese?  I've
never been spammed in any language other than English.
Maybe spam is a mostly English phenomenon?  Come to think of
it, I really don't get much spam in English, either.  Maybe
Geocities is really good at filtering it or something.  We
get a little bit at work, because we're an ISP and have
e-mail addresses like info@ on our web site, but it's not a
really heavy amount.
