The city of Fujisawa has something like this also.  I was
once talking with a person who lived in Fujisawa and they
said they got Internet access for something like 6,000 yen
per year.  I thought, "Gee, no wonder we don't have an
access point in Fujisawa."  I bet nobody else does, either
:-)
