I don't have a measurement, but it's noticable.  (I'm supposed to be
benchmarking the linux SMP stuff later this week, so I will have real
numbers soon)

???? This is not good.  I'm going to have to look at the 2.1 code and
verify that such is the case.

NT binds processes to processors, but inefficiently.
