One more to add: *Training cost. Your users have finally grasped how to resize windows, get/send email and print out their spreadsheet, with Windows 95. If you install something new they have to be upto speed and getting useful work done within 30-60 minutes. Even 60 minutes of training per user is a significant cost. And if just once they have to type something cryptic at the commandline, forget it. They'll be on their knees begging you to give them back their crashes-three-times-a-day Windows 95.
