First, we need an エアコン.  Not only have the central units been shut 
off until next summer already, but installing one at your own expense
requires permission from Monbusho in Tokyo IIRC; that decision is made 
at a higher level than the University admin.

Sometimes I hate living under Japanese bureaucrats....
