tlug: TL 2.0j - some English man pages missing

Under TL 2.0j, are some of the English man pages installed separately?
I've noticed several instances where there are Japanese versions of
man page, but no English one.

sync(8) is the one I just noticed. What is strange is that there are
both English and Japanese versions of sync(2).
