As far as I know that should fail; you need a load of empty space
into which to write the filesystem.  It's the same with physical
disks; you need a partition before you can fill it with a
filesystem.  Use dd for this purpose:

  dd bs=1024 count=1000 if=/dev/zero of=cdr.img

or options to a similar effect.
