Maybe your modem is one of the good types, Non-PNP. Have you checked all your cua{0-4} / ttyS{0-4} ports for a modem? Do this by opening up a modem program, like minicom, change the serial options to /dev/cuaX, then try typing 'at' or 'at&v'. If you get any logical response, you've found a modem. You might even want to try cua5.
