I'd really recommend a hardware solution. Buy one of those dial-up
routers (around \50.000 for a quite decent one) and you can have two
users dialing-up to you. If you buy one of the better ones (Yamaha R10x, e.g.)
for about \100.000 it can get auth information via RADIUS, for which free
servers are available for Linux.

Some of those boxes even allow access from 32k or 64k PIAS (PHS data connec-
tion)
