tlug: Test and TLUG server info

Testing.  PSINet has already changed our DNS, so some of you may not be
able to reach the TLUG server right now.  Its IP address (until
tomorrow) is 210.171.55.23, if you need to reach it that way.

After the move tomorrow, it will be available at http://www.tlug.gr.jp
and http://hikari.tlug.gr.jp.
