I've not been following all the recent threads, so I might have missed
something about your config, but started apache from (x)inetd is very
unusual. If it is deliberate make sure you've changed ServerType from
standalone to inetd (IIRC - check the docs), in httpd.conf.

If this isn't deliberate then that could be the cause of your problems -
xinetd grabs port 80, so the real apache can't listen on it. (but in
that case you should either get an error log entry or something written
to screen when you try to start apache).
