That solved it.  The command "kterm -km sjis" worked.  I wonder why kterm
doesn't take this from one of the environment's locale variables, but anyway
this worked.  Thank you.

From Botyanszki-sensei's posting, I understand that gnome-terminal2 is
broken beyond repair in this kind of situation.
