Roundup is a bug tracker that handles email and the web equally well (or poorly, depending on your point of view, it's still pretty beta). Basically for each issue it creates a mailing list (called the "nosy" list). Some people (eg, the assigned programmer) are automatically on the nosy list, you can add people (not necessarily yourself) to a nosy list by email or web if you have sufficient privilege on the tracker. It also has the (dis- ;^) advantage of being written in Python.
