The files are encoded in shift_jis not jis (ISO-2022-JP). You can either

1.  set

AddDefaultCharset SHIFT_JIS

2. changing the file encoding

convmv -f shiftjis -t utf8 20030206 富士山_049.jpg .

and setting

AddDefaultCharset utf8
