There are lots of them. But I don't advise opening that can of worms. Doing it "correctly" is necessarily very case-specific, and making appropriate adjustments to get meaningful statistical results for "average" cases is a job for a specialist. As Disraeli is alleged to have said: "There are three kinds of lies: lies, damned lies, and statistics." What you could do is get a case study, a local government would be a likely candidate, of an organization that switched in part or whole to OSS.
