I am not sure that is the case for all phones.  Based on HTC
documention, it seems that fastboot will only work depending on the
version of the bootloader which varies by phone.

You have a developer version which allows it.  Some retail versions
seem to allow it but other users of Rogers in Canada are reporting
that the bootloader on their phone does not allow fastboot.

There are of course other methods than fastboot but for the users of
Rogers, some users are saying there is no method available now to root
their phones.

At this moment, I don't think anyone knows if the HT-03a bootloader
will work with the 5 minute method you suggest.
