Normally, the speed of your serial port should be >= your
connection speed.  If you're running your serial port at
38.4K and you have a 64K connection, something isn't going
to work right.  Set the serial port up to 115200 and see
what happens.

On a 64K connection, you should see download speeds on
compressed files at over 7 Kbytes per second.  Are your
numbers in this ballpark?

Note that with an external TA, a 128K connection will really
be a 115200 connection, since this is as fast a 16550 UART
goes.  If you have a high speed serial card, though, then
the sky's the limit.
