Emacs (either XEmacs or FSF Emacs, I presume, though I'm only very
familiar with the former) is a text editor that has the tags available 
in menus: you have the choice of keystrokes, the top menu bar, or a
context-sensitive popup menu for inserting your tags. Moreover, the
selection of tags is determined by a DTD* which you select, so you can 
write HTML that's completely compliant with current standards, or with 
whatever freaky non-standard standard (e.g. Netscape HTML, MSIE HTML)
you may choose. You can hide all the tags, fold whole tables or rows
or whatever areas you choose. You can change the fonts and colors of
the tags or text so that one or the other stands out.

It's not the prettiest interface in the world, but once I got used to
it I found it to be far more efficient than anything else I've
tried. I will never use another HTML editor unless someone pays me a
lot of money to.
