I think you're making progress. The above error ("can't find package
Foo") probably means the tkined files aren't in a directory where Tcl
looks for packages. Do you have a $TCLLIBPATH? If not, you can set it
to /usr/local/lib or wherever you want to install Tcl packages, and it 
should work.

The other possible causes are an error (e.g. wrong version number) in
the 'package require' command in the startup script, or not having an
package index (probably pkgIndex.tcl, but there are a couple of types) 
in the tkined directory ... but neither of these is likely if the
author has his act together.
