I searched the tlug mailing list archive and found some posts from 9705
or 9801.  Anything more recent?

I wondered if (had hoped?) the Japanese kernel uses internally some
standard encoding for filenames, etc., and that there would be some
document/spec describing how it is (to be) implemented.
