Thanks for the URL, but their website says customer service is only via web-form or mail.

They speak English.

English is not a requirement as long as Japanese is spoken. If somebody was to recommend a registrar outside of Japan (not sure if there are any that handle co.jp though) and they don't speak Japanese, then English would be a requirement.
